Der Landkreis Ammerland als Träger der Ammerland-Klinik GmbH errichtet im Rahmen eines Zukunftsprojekts mit einem Investitionsvolumen von 233 Mio. Euro einen Klinikneubau in unmittelbarer Nähe zum bestehenden Klinikzentrum entlang der "Lange Straße" auf klinikeigenem Grundstück. Auf 11.200 qm wird ein Neubau errichtet, der mit modernster Technik so viel Energie wie möglich selbst produzieren soll und Vorbild in Nachhaltigkeit und Kreislaufwirtschaft darstellen wird. Der Gesamtkomplex aus Neu- und Bestandsbereich umfasst rund 31.000 m² Nutzfläche (NUF). Mit dem Neubau werden pflegerische Angebote, Funktionsdiagnostik, OP-Betrieb und Notaufnahme zusammenhängend platziert; im Bestandsbereich verbleiben Untersuchungs- und Pflegebereiche sowie Servicedienste und logistische Funktionsstellen.

### Lot LOT-0001: Neubau Klinikzentrum Westerstede, Planung der Krankenhauslogistik

Gegenstand der Ausschreibung sind Beratungs- und Planungsleistungen zur Optimierung, Fortschreibung und Begleitung des ganzheitlichen Krankenhaus-Logistikkonzepts für das Gesundheitsquartier, unterteilt in die Bereiche Neubau und Bestand sowie chronologisch in Phase 1 (Interims-Logistikkonzept) und Phase 2 (Ziel-Logistikkonzept). Das Leistungsspektrum umfasst fünf aufeinanderfolgende Leistungsphasen (LPH), die sich ausschließlich auf die vorliegende logistische Fachplanung beziehen und nicht mit den Leistungsphasen der HOAI zu verwechseln sind: - LPH 1: Grundlagenermittlung & Bestandsanalyse (IST-Analyse, Schnittstellen-Check Bau/Logistik, Projekttrennung) - LPH 2: Logistik-Masterplan & Prozessoptimierung (Fortschreibung Grobkonzept, Technologie-Vertiefung u. a. RFID, Drohnentransport, Rohrpost, AMR, Terminschiene, Kostenschätzung) - LPH 3: Detailplanung & Systemfestlegung (Detailkonzept, BPMN-Prozessmodellierung, Lagerdimensionierung) - LPH 4: AMR-Testlauf, TCO-Betrachtung & Vergabevorbereitung (realer AMR-Testlauf, Wirtschaftlichkeitsuntersuchung, Mitwirkung bei der Vergabe der finalen Logistiksysteme) - LPH 5: Inbetriebnahme, Hochlaufphase und Abschluss (Umsetzungsbegleitung, Schnittstellentests, Abnahmeprozess, Mitarbeiterschulung, Abschlussbericht) Als optionale Leistung ist zusätzlich die Erstellung einer Gefährdungsbeurteilung für den Mischbetrieb von Mensch und Maschine (u. a. nach DIN EN ISO 3691-4) zu kalkulieren, deren Abruf im Ermessen des Auftraggebers liegt. Ziel ist die Anpassung des vorliegenden Konzepts an aktuelle technologische Entwicklungen, die Absicherung der funktionalen Schnittstellen zwischen Neubau und Sanierungsbestand sowie die Gewährleistung eines reibungslosen Interimsbetriebs während der Bauphasen - bei durchgehender Sicherung des laufenden Klinikbetriebs.
