Darüber hinaus können über diesen Rahmenvertrag Leistungen zur Instandsetzung oder auch die Erneuerung von Anlagen abgerufen werden. Die vorausgegangene Ausschreibung wurde aufgehoben, da sich im Zuge der laufenden Durchführung des vorausgegangenen Vergabeverfahrens herausgestellt hatte, dass das in der Bekanntmachung bzw. den Vergabeunterlagen definierte Eignungskriterium – „Herstellerschulung auf die beim Flughafen zu wartenden Feststellanlagen“ sowie – „Herstellerschulung auf die beim Flughafen zu wartenden RWA-Anlagen“ in seiner konkreten Ausgestaltung vergaberechtlich fehlerhaft und nicht hinreichend bestimmt war. Die Ausgestaltung dieses Eignungskriteriums begrenzte den Kreis potenzieller Bieter in unzulässiger Weise und stand im Konflikt mit den Grundsätzen des fairen, diskriminierungsfreien Wettbewerbs sowie den Anforderungen der SektVO an verhältnismäßige und sachlich gerechtfertigte Eignungsanforderungen.
