Dieser als Basismodell bezeichnete Leistungsbestandteil umfasst sowohl die technische und visuelle Umsetzung eines Kernsets an Indikatoren und Kennzahlen als auch die agile, gemeinsam mit dem Auftraggeber durchgeführte Konzeption und iterative Weiterentwicklung innovativer Auswertungs- und Darstellungsformen. Diese agile Vorgehensweise ist als integraler Bestandteil der Basisleistung zu verstehen. Das vergabegegenständliche Dashboard soll modular aufgebaut sein. Mit Zuschlagserteilung wird die TMBW zunächst die Entwicklung einer Basisversion für zentrale touristische Kennzahlen beauftragen. Diese Basisversion muss bereits vollständig einsatzfähig sein. Sie ist zugleich Grundlage für spätere Erweiterungen (weitere Datenquellen, Analysefunktionen und perspektivisch KI-Anwendungen), deren Entwicklung optionaler Gegenstand der ausgeschriebenen Leistung ist. Hosting und Betrieb der Software-Lösung, Softwarepflege sowie die Dateneingabe sind für die Dauer der Projektförderung des NZT bis zum 31. Dezember 2028 ebenfalls als Leistungen Gegenstand der Ausschreibung. Die Software-Lösung ist so zu konfigurieren, dass diese nach Ablauf der Projektförderung am 31. Dezember 2028 auch von einem anderen Dienstleister betreut und weiterentwickelt werden kann. Nach Fertigstellung und Abnahme des stabilen Basismodells können auf dessen Grundlage weitere, inhaltlich oder funktionale Ausbaustufen als optionale Erweiterungsleistungen umgesetzt werden. Der ausgeschriebene Vertrag kommt mit Zuschlagserteilung zustande. Diese ist für das Frühjahr 2027 vorgesehen. Mit der Leistungserbringung ist unmittelbar nach Auftragserteilung entsprechend den vertraglichen Vorgaben zu beginnen.
