Seitens des Auftraggebers besteht der Bedarf an der Beschaffung von vier Niederflur Midi-Bussen. 

Die Busse müssen dem allgemein anerkannten Stand der Technik sowie den EG- /ECE- Richtlinien entsprechen. Von den Leistungsmerkmalen, der konstruktiven Gestaltung und von der Ausführung müssen die Fahrzeuge, soweit durch den Auftraggeber keine abweichenden, weitergehenden oder zusätzlichen Festlegungen getroffen wurden, in Anlehnung den VDV- Empfehlungen und Rahmenempfehlungen für Linienbusse Schrift Nr. 230 aus 2014 (Fahrerarbeitsplatz und VDV Mitteilung 2303, Empfehlung zur Verhinderung von Brandschäden bei Linienbussen ) den EU- Busrichtlinien (z.B:2001/85/EG und ECE R 107), der StVZO, der BO Kraft, den Unfallverhütungsvorschriften BGV- D29, den Förderbedingungen aus dem GVFG sowie dem Produkthaftungsgesetz, auch für vom Auftraggeber verlangte Änderungen, entsprechen.
Zusätzlich müssen die Busse den Anforderungen der General Safety Regulation (GSR) entsprechen, welche die Einführung modernster Sicherheitsassistenzsysteme vorschreibt.
