### Lot LOT-0000: GIS Geodatenservice und WebGIS

Gegenstand der vorliegenden Vergabe sind folgende Leistungen:
Bereitstellung eines Geodatenservices und eines webbasierten Geoinformationssystems (WebGIS) als cloudbasierte Software-as-a-Service (SaaS)-Lösung. Diese Lösung soll aktuelle Geodaten und Fachdaten aus verschiedenen Quellen über standardisierte OGC-Dienste zur Verfügung stellen und den automatisierten, standardisierten Zugang zu den Geodaten ermöglichen. 

SaaS bezeichnet einen Cloud-Dienst, bei dem Software-Anwendungen über das Internet bereitgestellt und vom Anbieter verwaltet werden (kein IaaS oder PaaS). Nutzer greifen auf die Software zu, ohne sich um Installation, Wartung oder Infrastruktur kümmern zu müssen.

Teil des Vergabeverfahrens ist eine Live-Demonstration in der die vorgegebenen Grundfunktionalitäten des angebotenen Geodatenservice und WebGIS als SaaS überprüft werden.

Ziel der Ausschreibung ist die Bereitstellung eines Geodatenservices und eines WebGIS als Cloud-basierte Software-as-a-Service (SaaS)-Lösung. Diese Lösung soll aktuelle Geodaten und Fachdaten aus verschiedenen Quellen über standardisierte OGC-Dienste zur Verfügung stellen. Mit dem WebGIS müssen die themenbezogene Geoportale bereitgestellt werden. 

Der Datenbestand im Geodatenservice (Clouddatenbestand) beinhaltet den synchronisierten Sekundärdatenbestand, im Folgenden sSDB genannt, sowie Fachdaten der Geoportale.  

Der sSDB muss mit Skripten (FME Flow) mit dem konsolidierten Sekundärdatenbestand, im Folgenden kSDB genannt, automatisch aktualisiert werden. Der kSDB beinhaltet überwiegend vermessene Geobasisdaten wie z.B. Gebäude, Straßen, Pisten, Rollbahnen, Ver- und Entsorgungsleitungen und Schächte. 

Bei den Fachdaten handelt es sich um alphanumerische und um geometrische Daten mit Raumbezug. Die werden durch die Fachabteilungen über das WebGIS erfasst und aktualisiert. Das WebGIS dient als Plattform zur Visualisierung, Analyse, Reporting sowie zur Erfassung von Fachdaten. Aus dem neuen WebGIS-Produkt sollen 30 Fachportale publiziert werden, um verschiedene fachliche Anforderungen optimal abzudecken. 

Der Clouddatenbestand muss sowohl über die Standard OGC-Dienste publiziert als auch über den Fraport Central Datahub (CDH) bekannt gegeben werden und dient dem WebGIS als Datengrundlage.  

Das WebGIS ermöglicht die Darstellung, Bearbeitung und Analyse von Fachdaten auf Basis von Basiskarten und themenspezifischer Layern über Geoportale. Es bietet Navigations-, Such- und Abfragefunktionen und bietet Funktionalitäten für die Erfassung und/oder Bearbeitung von Geometrien sowie zugehöriger Attribute.
