### Lot LOT-0001: Beschaffung Digitale Förderplananwendung für die BR DT, D, K

Gegenstand der Beschaffung ist die Bereitstellung, Einführung und der Betrieb einer webbasierten digitalen Förderplanungsplattform einschließlich der hierfür erforderlichen Dienstleistungen (insbesondere Einrichtung, Support, Wartung und Updates). "Plattform" bezeichnet die cloudbasierte Gesamtlösung einschließlich Software, Hosting, Redaktionssystem, Schnittstellen und den hierzu geschuldeten Nebenleistungen (siehe nachfolgende Auflistung).
Die Plattform unterstützt Schulen bei der Erstellung, Dokumentation, Evaluation und Fortschreibung individueller Förderpläne für Schülerinnen und Schüler mit sonderpädagogischem oder sonstigem individuellem Unterstützungsbedarf.

 
Die Anwendung ist für Grundschulen, Schulen des Gemeinsamen Lernens und Förderschulen in den Regierungsbezirken Detmold, Düsseldorf und Köln bereitzustellen. 
Die Anwendung dient insbesondere der strukturierten Zusammenführung und Auswertung von Beobachtungen, Rückmeldungen und fachlichen Informationen der an der Förderung beteiligten schulischen Personen. Die Entscheidung über Förderbedarfe, Förderziele, Fördermaßnahmen und deren Evaluation verbleibt jederzeit bei den hierfür zuständigen schulischen Personen. Eine automatisierte Entscheidungsfindung über Förderbedarfe oder Fördermaßnahmen ist nicht geschuldet.
 
Die Anwendung dient insbesondere:
 
\- der strukturierten Erfassung von Beobachtungen, Ausgangslagen, Förderbedarfen, Förderzielen, Fördermaßnahmen und Evaluationen;
\- der Zusammenarbeit der an der Förderung beteiligten schulischen Personen;
\- der Einholung und Zusammenführung von Rückmeldungen;
\- der Nutzung fachlich kuratierter Inhalte und Fördermaßnahmen;
\- der Unterstützung der aktiven Beteiligung von Schülerinnen und Schülern an ihrer Förderplanung;
\- der kontinuierlichen fachlichen und technischen Weiterentwicklung der digitalen Förderplanung.
 
Die fachliche Entscheidung über Förderbedarfe, Förderziele, Fördermaßnahmen und deren Evaluation verbleibt jederzeit bei den hierfür zuständigen schulischen Personen. Die Anwendung darf keine automatisierte Entscheidung über Förderbedarfe, Förderziele oder Fördermaßnahmen treffen.
 
Der Auftrag umfasst mindestens:
\- Bereitstellung von Schullizenzen;
\- Einrichtung und Konfiguration;
\- Hosting und technischen Betrieb;
\- vollständigen Rollout;
\- Wartung, Updates und Fehlerbehebung;
\- fachlichen und technischen Support;
\- Schulungs- und Unterstützungsleistungen;
\- redaktionelle und technische Einpflege fachlich freigegebener Inhalte;
\- Mitwirkung an fachlichen Weiterentwicklungsprozessen und Evaluationen;
\- Datenexport, Datenportabilität, Exit-Unterstützung und Löschung.
