Dies umfasst insbesondere die Lizenzierung/Bereitstellung, die Softwarepflege und weitere Unterstützungsleistungen. Mit dieser Ausschreibung verfolgt die ekom21 zugleich das Ziel einer digital souveränen Lösung: Der Auftraggeber muss dauerhaft die Kontrolle über Daten, Betrieb und technologische Weiterentwicklung behalten. Gefordert sind daher Anbieterunabhängigkeit und die Vermeidung technischer, lizenzrechtlicher oder vertraglicher Lock-in-Effekte, ein Betrieb mit der Möglichkeit unterschiedlicher Hyperscaler, die vorrangige Nutzung offener Standards und quelloffener Basiskomponenten, die Verarbeitung und Speicherung aller Daten ausschließlich innerhalb der Europäischen Union unter ausschließlicher Anwendbarkeit europäischen und deutschen Rechts sowie die jederzeitige Exportierbarkeit sämtlicher Daten in herstellerneutralen, maschinenlesbaren Formaten.
