Nunmehr geht es in einem zweiten Schritt um den Aufbau von Gigabitnetzen in "grauen Flecken" mit zuverlässigen Bandbereiten von 1 Gigabit/s symmetrisch oder mehr. Der Landkreis hatte dafür neben dem vorliegenden Projektgebiet Wittenberge weitere vier Projektgebiete/Gebietslose für die Gigabitförderung im Landkreis Prignitz gebildet, die bereits gesondert europaweit ausgeschrieben und vergeben wurden. Gegenstand des hiesigen Verfahrens ist daher nur noch das Projektgebiet/Gebietslos 5. Der Ausbau umfasst 1.230 Adresspunkte in der Stadt Wittenberge. Für die Auswahl von privaten Telekommunikationsunternehmen für den Bau und den Betrieb der Gigabit-Netzstrukturen muss nach den Förderregularien ein offenes, transparentes und diskriminierungsfreies Ausschreibungsverfahren durchgeführt werden, welches mit den Grundsätzen der EU-Vergaberichtlinie und dem Deutschen Haushalts- und Vergaberecht im Einklang steht.
