Gegenstand der Konzession ist im Wesentlichen der Betrieb einer nachhaltigen und hochleistungsfähigen Telekommunikationsnetzinfrastruktur ("Gigabitnetz") sowie die Versorgung der Teilnehmer in dem Gebiet mit hochleistungsfähigen Breitbandanschlüssen als Endkundenprodukte. Das passive Netz soll an den Konzessionsnehmer als Netzbetreiber verpachtet werden. Dieser soll die aktive Technik einbringen, das Netz funktionsfähig betreiben, die Endkundendienste bereitstellen und Drittanbietern offenen Zugang laut § 8 Gigabit Rahmenregelung zu dem Netz gewähren. Zur Umsetzung der flächendeckenden Breitbandversorgung hat die Stadt Grimma beim Bundesministerium für Digitales und Verkehr (seit Mai 2025: Bundesministeriums für Digitales und Staatsmodernisierung) einen Förderantrag auf Gewährung einer Zuwendung nach der Richtlinie "Förderung zur Unterstützung des Gigabitausbaus der Telekommunikationsnetze in der Bundesrepublik Deutschland" vom 31. März 2023 (Gigabit Richtlinie 2.0) gestellt. Ebenso wurde beim Land Sachsen zur Kofinanzierung ein Förderantrag auf Gewährung einer Zuwendung nach der Richtlinie "Richtlinie Digitale Offensive Sachsen 2023 - RL DiOS 2023" vom 22. August 2023 gestellt.
