### Lot LOT-0001: Alte Hansestadt Lemgo - VgV-Ausschreibung Projektsteuerungsleistungen - ISEK-Maßnahmen (Aufwertung Lippegarten, Aufwertung Johannistorwall, Umgestaltung Neue Torstraße)

Die Alte Hansestadt Lemgo beabsichtigt, Projektsteuerungsleistungen nach AHO für die drei investiven ISEK-Maßnahmen "Aufwertung Lippegarten", "Aufwertung Johannistorwall" und "Umgestaltung Neue Torstraße" zu vergeben.  Der verbindliche Leistungsumfang umfasst die Projektstufe 1. Diese beinhaltet insbesondere die Projektübernahme, den Aufbau sowie die laufende Pflege eines digitalen Projektsteuerungssystems und die übergeordnete Steuerung der Projekte bis zur Förder- beziehungsweise Antragsreife. Hierzu gehören insbesondere das Termin-, Kosten-, Risiko-, Problem-, Schnittstellen-, Abstimmungs- und Entscheidungsmanagement sowie die Plausibilisierung und Nachverfolgung von Kostenansätzen, Haushalts- und Förderfristen, Vergaben, Berichten und erforderlichen Zuarbeiten.  Der Auftraggeber behält sich vor, die Projektstufen 2 und 3 für die weitere Planungs- und Vergabevorbereitung, die Projektstufe 4 für die übergeordnete Projektsteuerung während der Bauausführung sowie die Projektstufe 5 für die übergeordnete Projektsteuerung während des Projektabschlusses stufenweise abzurufen. Die optionalen Leistungen werden jeweils durch gesondertes Auftragsschreiben beauftragt.  Die Leistungen sind unter enger Einbindung des Auftraggebers und der beteiligten Objekt- und Fachplanungsbüros zu erbringen. Für die Maßnahme Johannistorwall sind insbesondere die Belange der denkmalgeschützten Wallanlage zu berücksichtigen; auch beim Lippegarten bestehen denkmalrechtliche Bezüge. Im Rahmen der Maßnahme Neue Torstraße sind unter anderem die Schnittstellen der Verkehrs- und Freiraumplanung, der Entwässerung sowie von Schwammstadtbelangen zu koordinieren.  Der Auftragnehmer stellt eine feste verantwortliche Ansprechperson einschließlich Vertretung. Er hat ein kollaboratives digitales Steuerungssystem bereitzustellen, das vom Auftraggeber ohne zusätzliche Softwarekosten genutzt werden kann. Vorgesehen sind regelmäßige, in der Regel zweiwöchentliche Jour fixes sowie monatliche Managementübersichten. Projektleitung und Fachplanung sind nicht Gegenstand der Beauftragung.
