Der Saale-Holzland-Kreis beabsichtigt, den Neubau einer Grundschule mit einer Nutzungsfläche von rund 3.000 m² und den dazugehörigen Außenanlagen am bestehenden Grundschulstandort in Hermsdorf zu errichten.Zum Leistungsumfang gehören Planung, Bau des Gebäudes und der Außenanlagen, Abbruch des Bestandsgebäudes sowie die Erbringung der Wartungsleistungen innerhalb der verlängerten Gewährleistungsfristen.Die Leistungen werden als Gesamtvergabe an einen Totalunternehmer-/-übernehmer (analog ÖPP-Inhabermodell ohne Finanzierung) im Verhandlungsverfahren mit Teilnahmewettbewerb vergeben.

### Lot LOT-0001: Planung und Neubau der Grundschule „In der Waldsiedlung“ in 07629 Hermsdorf

Der Auftragnehmer hat auf Grundlage einer funktionalen Bauleistungsbeschreibung mit Raumprogramm alle erforderlichen Planungs- und Bauleistungen für die schlüsselfertige Errichtung der Grundschule mit einer Nutzungsfläche von rund 3.000 m² unter Berücksichtigung des vorgegebenen Raumprogramms sowie die Herstellung der zugehörigen Außen- und Schulhofanlagen zu erbringen. Die zu überplanende Grundstücksfläche umfasst eine Fläche von ca. 12.000 m².Nach Fertigstellung der Baumaßnahme ist das Bestandsgebäude durch den Auftragnehmer abzubrechen.Der Ersatzneubau soll im Rahmen einer Gesamtvergabe geplant und errichtet werden. Der Auftraggeber erwartet ein umfassendes Gesamtangebot für Planungs- und Bauleistungen, den Abbruch des Bestandsgebäudes, für Einregelung der technischen Anlagen sowie Wartungsleistungen innerhalb der verlängerten Gewährleistungsfrist.Auftraggeber und Vertragspartner für alle Leistungen ist der Saale-Holzland-Kreis. Die Leistungen werden als Gesamtvergabe an einen Totalunternehmer im Verhandlungsverfahren mit Teilnahmewettbewerb vergeben (analog ÖPP-Inhabermodell ohne Finanzierung).Die Vergütung der Planungs- und Bauleistungen erfolgt in Form von Abschlagszahlungen.Die Einregelungs- und Wartungspauschalen werden separat vergütet.Für die Bewerbung im Teilnahmewettbewerb werden Nachweise und Erklärungen eines Bauunternehmens und eines Entwurfsverfassers (Architekturbüro) erwartet, die nach erfolgreicher Präqualifikation zusammen ein Angebot erarbeiten und im Auftragsfall die Leistungen gemeinsam erbringen.Die Wahl der Bauweise (Modulbauweise, Holzrahmenbau etc.) obliegt dem Auftragnehmer. Lediglich Systembaulösungen aus Containern und innenliegende Entwässerungssysteme werden ausgeschlossen, sofern sie aus konstruktiven oder technischen Erfordernissen nicht zwingend erforderlich sind.Der Auftraggeber beabsichtigt, zur Refinanzierung des Vorhabens Fördermittel des KfW-Förderprogramms 499 “Klimafreundlicher Neubau – Kommunen“ für den Energiestandard KFNWG mit QNG-Siegel in Anspruch zu nehmen.
