### Lot LOT-0001: Modernisierung der Automatisierungs- und Netzwerktechnik Wasserwerke.

Gegenstand der Ausschreibung ist die Erneuerung und Modernisierung der Automatisierungs-, Visualisierungs- und Netzwerktechnik in zwei Wasserwerken sowie einem Hochbehälter. Ziel der Maßnahme ist die Ertüchtigung der Anlagen auf den aktuellen Stand der Technik unter Berücksichtigung der Anforderungen an Cybersecurity, Netzwerksegmentierung, Verfügbarkeit und Betriebssicherheit im Umfeld der NIS-2-Anforderungen.

Der Leistungsumfang umfasst die Planung, Lieferung, Montage, Parametrierung, Programmierung, Migration, Inbetriebnahme und Dokumentation der Automatisierungstechnik einschließlich der Erneuerung vorhandener SPS-Systeme, dezentraler Automatisierungskomponenten sowie der erforderlichen Kommunikations- und Fernwirkschnittstellen.

Die Erneuerung der Automatisierungstechnik erfolgt auf Basis der Siemens-Systemplattform unter Verwendung aktueller SIMATIC S7-1500 Steuerungen einschließlich Engineering im TIA Portal. Die zentrale Prozessvisualisierung ist auf Basis Siemens WinCC Unified zu liefern, zu projektieren und betriebsfertig in Betrieb zu nehmen. Die Visualisierung ist mit den neu zu errichtenden Automatisierungssystemen sowie den vorhandenen technischen Einrichtungen zu integrieren.

Weiterhin umfasst die Leistung die Erneuerung und Erweiterung der industriellen Netzwerkinfrastruktur einschließlich aktiver Netzwerkkomponenten, Netzwerksegmentierung, sicherer Kommunikationsverbindungen, Fernzugriffslösungen sowie der zur Umsetzung eines zeitgemäßen IT-/OT-Sicherheitskonzeptes erforderlichen Komponenten.

Die Leistung beinhaltet ferner die Migration bestehender Funktionen und Prozessdaten, die Durchführung von Werks-, Funktions- und Datenpunkttests, die Inbetriebnahme unter laufendem Anlagenbetrieb, die Schulung des Betriebspersonals sowie die Übergabe einer vollständigen Revisions- und Bestandsdokumentation.

Die Vorgabe der Siemens-Systemplattform erfolgt zur Sicherstellung einer einheitlichen Systemarchitektur innerhalb der Anlagen des Auftraggebers, zur Gewährleistung der Kompatibilität mit bestehenden Standards, zur Sicherung der Eigenwartungsfähigkeit durch das Betriebspersonal sowie zur Vermeidung zusätzlicher Schulungs-, Lizenz- und Schnittstellenaufwände. Die angestrebte Systemkontinuität dient insbesondere der langfristigen Betriebs- und Investitionssicherheit sowie der Umsetzung eines durchgängigen Cybersecurity-Konzeptes.

Besondere Anforderungen ergeben sich aus der Aufrechterhaltung der Wasserversorgung während der Umbaumaßnahmen. Der Auftragnehmer hat die Arbeiten so zu planen und auszuführen, dass notwendige Betriebsunterbrechungen auf das technisch erforderliche Mindestmaß beschränkt werden. Vergleichbare Referenzen aus Wasserwerken, Abwasseranlagen oder sonstigen Anlagen der kritischen Infrastruktur werden vorausgesetzt.
