Der NDR plant die Ablösung des seit ca. 30 Jahren bestehenden Systems ABBA, das derzeit als zentrales IT-System zur Honorierung und Abwicklung von Beschäftigungsanträgen freier Mitarbeiterinnen und Mitarbeiter eingesetzt wird. Hintergrund ist insbesondere das absehbare Ende des Oracle-Supports für das bestehende System sowie die Notwendigkeit, die zugrunde liegende fachliche und technische Lösung zukunftssicher neu aufzustellen. Das heutige System, das von ca. 1.200 Personen genutzt wird, weist unter anderem Schwächen hinsichtlich Performance, Benutzerfreundlichkeit, technologischer Zukunftsfähigkeit sowie der Unterstützung Kostenträgerübergreifender Honorierungsprozesse und systemübergreifendem Reporting auf.

### Lot LOT-0001: Entwicklung eines IT-Systems zur Abwicklung von Beschäftigungsanträgen und Honorierung freier Mitarbeiter (ABBA)

Der NDR beabsichtigt die Beschaffung von Beratungs-, Konzeptions-, Implementierungs- und ggf. Migrationsleistungen zur Ablösung des bestehenden Honorar- und Beschäftigungsantragssystems ABBA. Ziel ist die Einführung einer zukunftssicheren, benutzerfreundlichen und leistungsfähigen Lösung zur Abwicklung von Beschäftigungsanträgen sowie zur Honorierung freier Mitarbeiterinnen und Mitarbeiter.

Die neue Lösung soll das bestehende System vollständig ersetzen und die fachlichen sowie technischen Anforderungen eines modernen Personal- und Honorarmanagements erfüllen. Hierzu zählen insbesondere die Unterstützung kostenträgerübergreifender Prozesse, die Bereitstellung aussagekräftiger Reporting- und Auswertungsmöglichkeiten, die Integration in bestehende Systemlandschaften sowie die Verbesserung von Performance, Usability und Wartbarkeit.

Der Leistungsumfang umfasst insbesondere:

Analyse der bestehenden Geschäftsprozesse und Systemlandschaft,
Konzeption einer fachlichen und technischen Zielarchitektur,
Bereitstellung bzw. Entwicklung einer geeigneten Softwarelösung,
Migration bestehender Daten und Prozesse aus dem Altsystem,
Integration relevanter Schnittstellen zu bestehenden Systemen,
Durchführung von Tests, Qualitätssicherung und Inbetriebnahme,
Schulung der Anwenderinnen und Anwender sowie Wissenstransfer,
Unterstützung im Rahmen des Betriebsübergangs und der Hypercare-Phase.

Die Lösung soll für rund 1.200 Nutzerinnen und Nutzer ausgelegt sein und die Anforderungen an Skalierbarkeit, Sicherheit, Datenschutz, Compliance sowie langfristige technologische Zukunftsfähigkeit erfüllen.
