### Lot LOT-0001: Audio-Netcast-Bundesliga-Berichterstattung 2027-2029

Der Westdeutsche Rundfunk (WDR) möchte in diesem Vergabeverfahren Leistungen für die Entwicklung, die Implementierung und den Betrieb eines cloudbasierten Übertragungs- und Verarbeitungssystems für die Audio-Netcast-Berichterstattung der Fußball Bundesliga sowie für weitere Wettbewerbe vergeben. Das Audio-Netcast-Paket Bundesliga ist ein Angebot der ARD mit Live-Vollreportagen von allen Spielen der ersten und zweiten Bundesliga, Champions League mit deutscher Beteiligung, DFB-Pokal und Supercup als Audio-Stream. Zu allen Spielen werden Vollreportage-Streams von Einzelspielen angeboten. Insgesamt sind das bis zu 720 Spiele pro Saison. Hinzu kommen Konferenzen bei parallel stattfindenden Spielen. Die Audio-Streams sind in Apps und auf verschiedenen Onlineplattformen (z. B. Sportschau-App, wdr2.de) sowie in diversen Sprachassistenzsystemen (z. B. Alexa) abrufbar. Die Streams werden durch ein live moderiertes Rahmenprogramm ergänzt, das mit Hilfe WDR-eigener Produktionstechnik erstellt wird. Für die Audio-Netcast-Übertragung wurde erstmals 2021 ein Produktionsverfahren entwickelt. Um den aktuellen Anforderungen Rechnung zu tragen und diese Technologie perspektivisch auch für andere Formate nutzbar zu machen, soll im Zeitraum August 2027 bis Juni 2029 eine neue Technologie zum Einsatz kommen. Hierfür soll für die Übertragung, Verschaltung und das Processing der Signale vom Stadion bis zum WDR ein in einer Cloud betriebenes Gesamtsystem entwickelt werden. Gesucht wird ein Auftragnehmer, der ein entsprechendes cloudbasiertes Übertragungs- und Verarbeitungssystems entwickelt, implementiert und betreibt. Das Leistungsspektrum umfasst dabei insbesondere die Übertragung, Verschaltung und das Verarbeiten der Audiosignale vom Stadion bis zum WDR, die Entwicklung so genannter Stadion-Units, Schulungsleistungen sowie den Betrieb und Service der eingesetzten Hard- und Softwarekomponenten im Zeitraum von August 2027 bis Juni 2029.  Nur die Bewerber, die ihre Eignung durch den Teilnahmeantrag belegen, werden zur Abgabe eines ersten indikativen Angebotes aufgefordert. Bei Auswahl der Bewerber, die zur Abgabe eines Angebotes aufgefordert werden sollen, berücksichtigt der Auftraggeber nur Bewerber, bei denen keine Ausschlussgründe vorliegen und die ihre wirtschaftliche, finanzielle, technische und berufliche Leistungsfähigkeit nachweisen. Die Vergabestelle beabsichtigt, maximal vier Bewerber zu Verhandlungen aufzufordern. Es sollen die besten vier Bewerber gemäß Bewertungsmatrix aufgefordert werden, ein Angebot abzugeben.
