### From the notice

Die Stadt Bad Münstereifel erweitert ihr Sirenensystem zur Warnung der Bevölkerung im Katastrophenfall zu erneuern. Hierfür wurde ein Beschallungsplan erstellt und die notwendigen Sirenenstandorte wurden festgelegt. Ebenso wurde im vorliegenden fachtechnischen Konzept die notwendigen technischen Anforderungen an die einzelnen Komponenten des Sirenensystems beschrieben. Diese Dokumentation ist als Anhang dieser Leistungsbeschreibung beigefügt. Das fachtechnische Konzept verfolgt das Ziel, eine sachgerechte, funktionelle und wirtschaftliche Lösung umzusetzen. Der Bieter hat das bestehende Sirenenwarnsystem zu erneuern und um weitere Standorte zu ergänzen. Die angebotenen Sirenen und Sirenensteuerempfänger (POCSAG und Tetra-BOS) müssen entsprechend den technischen Rahmenbedingungen der Förderung des Sonderförderprogramm Sirenen des Bundes förderfähig sein. Außerdem muss das Sirenenwarnsystem über eine Schnittstelle zum modularen Warnsystem (MoWaS) des Bundesamts für Bevölkerungsschutz und Katastrophenhilfe (BBK) verfügen. Für den Betrieb der TETRA-Sirenensteuerempfänger sind die Vorgaben der BDBOS und der Autorisierten Stelle in Nordrhein-Westfalen einzuhalten. Die Arbeiten für jeden Standort sind in Form eines Pauschalpreises anzubieten. Die jeweiligen Preise werden im angehangenen Preisblatt eingetragen. Trotz der sorgfältigen Planung, ist nicht auszuschließen, dass sich im Rahmen der Montagearbeiten herausstellt, dass die Tragfähigkeiten der Sirenenköpfe in einzelnen Dachstühlen oder Masten nicht gegeben ist bzw. die Standsicherheit der Fundamente einer Mastanlage nicht gewährleistet werden kann. Aus diesem Grund sind in den Preispositionen nicht bestimmt anfallende Leistungen aufgeführt. Diese Maßnahme wird gefördert durch das Sirenenförderprogramm 2.0 und Sirenenförderprogramm NRW.
