Gegenstand des Vergabeverfahrens ist der Vertrag über die ab dem 01.01.2027 zu erbringenden Leistungen der öffentliche Beleuchtung der Stadt Cottbus/Chosebuz (Beleuchtungsvertrag). Er umfasst insbesondere Leistungen des Betriebs, der Instandhaltung, der Erneuerung, der Energieeffizienzsteigerung und der Schadens- und Störungsbeseitigung zu rund 13.500 Lichtpunkten sowie auf besondere Aufforderung des Rück- und Umbaus, der Änderung und Versetzung sowie des Neubaus. Die Auftragnehmerin schuldet der Stadt den Beleuchtungserfolg durch Lichtlieferung; die dafür benötigte und verwendete elektrische Energie stellt die Stadt auf eigene Rechnung (Kosten des Energiebezugs und Energienebenkosten) der Auftragnehmerin bei. Der Beleuchtungsvertrag unterscheidet zwischen Leistungen, für welche die Auftragnehmerin von der Stadt eine kalenderjährliche Pauschalvergütung erhält, und gesondert zu vergütenden Leistungen.
