Die Ortsgemeinde Bornheim ist Eigentümerin eines Grundstücks, für das durch den bestandskräftigen Bebauungsplan „Östliche Hauptstraße“, 1. Änderung Baurecht geschaffen wurde. Die Ortsgemeinde möchte das Grundstück im Wege eines Erbbaurechts an einen Investor überlassen, der dort eine Anlage für seniorengerechtes Wohnen errichtet. Anschließend möchte sie das errichtete Gebäude anmieten. Der Investor muss sich zudem verpflichten, den Bewohnern Pflegeleistungen anzubieten.
