Gegenstand der Ausschreibung ist der Neubau einer Rettungswache in der Gemeinde Henstedt-Ulzburg. Für das Grundstück, auf dem die Rettungswache errichtet werden soll, wird zugunsten des Auftragnehmers ein Erbbaurecht bestellt, das dieser erwirbt. Der Neubau der Rettungswache erfolgt durch den Bieter als Investor, der auch die Finanzierung des Projekts übernimmt. Der Investor trägt die Verpflichtung zur Planung und Errichtung der Rettungswache unter Beachtung aller öffentlich-rechtlichen Vorschriften. Zudem verpflichtet er sich zur bezugsfertigen Errichtung innerhalb eines Zeitraums von zwei Jahren. Dabei sind die allgemein anerkannten Regeln der Baukunst und die einschlägigen DIN-Vorschriften zu beachten. Nach Fertigstellung der Rettungswache schließt der Auftragnehmer als Erbbauberechtigter einen Mietvertrag mit der Auftraggeberin, der eine Laufzeit bis zum 31. Dezember 2059 umfasst. Die Verträge (Erbbaurechtsvertrag sowie Mietvertrag) können optional verlängert werden.
