Der Landkreis Havelland beabsichtigt, externe fachliche Unterstützung für folgende Leistungen zu vergeben: 1. Begleitung und Erstellung der nächsten vier Rettungsdienstgebührenkalkulationen (Plankostenrechnung inklusive Betriebskostenabrechnung) 2. Analyse und Aufarbeitung finanzieller Defizite aus geschlossenen Hemmungsvereinbarungen der Jahre 2021-2024 zur sogenannten Fehleinsatzthematik inklusive einer Bereinigung auf Grundlage des Urteils des Oberverwaltungsgerichtes Berlin-Brandenburg (OVG 6 A 13/25) 3.     Der Berater wird für den Auftraggeber die Auswirkungen des Urteils OVG Berlin-Brandenburg, 28.01.2026, Az. OVG 6 A 13/25 auf den jeweiligen Rettungsdienstgebührenhaushalt analysieren und hierzu eine schriftliche Stellungnahme fertigen. Dies beinhaltet auch eine Analyse der schriftli-chen Urteilsbegründung. Der Berater wird alle sich hieraus ergebenden Arbeiten im Rahmen einer einvernehmlichen Lösung mit der GKV im Sinne des Auftraggebers realisieren. Zu den erforderli-chen Beratungsleistungen gehören insbesondere die Datenbeschaffung, die Auswertung aller Da-ten sowie die Anpassungen der relevanten Rettungsdienstgebührenkalkulationen und die Beglei-tung des Anhörungsverfahrens mit den Kostenträgern. Ziel ist die rückwirkende Auflösung der Folgen des OVG Urteils und die Beseitigung des daraus folgenden finanziellen Risikos der Jahre 2021-2024 sowie des Jahres 2026 und die gutachterliche Begleitung bis zum Jahr 2029. -2.1 Gebührenkalkulation Rettungsdienst -2.2 Aufarbeitung der geschlossenen Hemmungsvereinbarungen (2021-2024) -2.3 Strategische Beratung
