Lot LOT-0000: ISEK Planungsleistungen
Stufenweise Vergabe von Planungsleistungen der ISEK-Maßnahmen nach HOAI § 39 (Freianlagen) und § 47 (Verkehrsanlagen). Vergeben wird Stufe 1: LPH 1-3. Die Leistungsphasen der Stufe 2 (LPH 4-5) und der Stufe 3 (LPH 6-9) werden als weitere optional beauftragbare Leistungsstufen mit vergeben. Planerische Zielsetzungen der Maßnahmen gemäß ISEK-Bericht und Räumlichem Entwicklungskonzept: ISEK-Maßnahme A1 Alter Markt (Freianlagen gem. § 39 HOAI) (ca. 2.521 m2): - Erhalt der Blickachse auf die St. Cornelius Kirche - Gestaltung von Aufenthalts- und Verweilbereichen sowie Spielangebote ggf. in Verbindung mit Wasserelementen - Berücksichtigung einer stärkeren Begrünung und Beschattung des Platzes - Berücksichtigung einer multifunktionalen Fläche für (kleinere) Veranstaltungen und Feste - Gestaltung von zwei Innenstadteingängen mit Hilfe einer abgestimmten Bepflanzung und dekorativen Elementen sowie Schildern und Informationstafeln (z.B. für Veranstaltungeshinweise) ISEK-Maßnahme A7 Rathausplatz (Freianlagen gem. § 39 HOAI) (845 m2): - Gestaltung von Verweil- und Aufenthaltsbereichen sowie Spielangeboten ggf. in Verbindung mit Wasserelementen - Berücksichtigung potenzieller außengastronomischer Nutzungen und Prüfung der Errichtung eines Pavillons zur Etablierung eines gastronomischen Angebotes - Betonung der historischen Bebauung - Erhalt der Blickachse auf die St. Cornelius Kirche - Berücksichtigung räumlicher Anforderungen des Platzes als potenzieller Veranstaltungsort sowie für multifunktionale Nutzung ISEK-Maßnahme A5 Hochstraße (Verkehrsanlagen gern. § 47 HOAI) (4.147 m2): - Neugestaltung als zentraler Ort/Flaniermeile für Einkaufen, Gastronomie, Dienstleistung und Kultur - Gestaltung von Verweilbereichen entlang des Straßenverlaufs - Berücksichtigung räumlicher Anforderungen als potenzieller Veranstaltungsort - Prüfung weiterer Begrünungsmaßnahmen (Baumpflanzungen, Pergolen/Rankgitter) sowie ggf. alternativer Beschattungsmaßnahmen ISEK-Maßnahme D2 Parkplatz Ringstraße (Verkehrsanlage gern. § 47 HOAI) (ca. 4.600 m2): - Prüfung von punktuellen Begrünungs- und Beschattungsmaßnahmen z.B. in Form von berankten Pergolen zur Gewährleistung von Beschattung, Vermeideung von Hitzeinseln sowie zur Verbesserung des Stadtbildes - Prüfung der Aufgabe von Stellplätzen im nordwestlichen Bereich der Stellplatzanlage zur Anordnung von Baumstandorte zur Beschattung der angrenzenden Grundschule
