Die Länderbahn GmbH DLB („DLB“) und die České dráhy, a.s. („ČD“) beabsichtigen, gemeinsam Schienenfahrzeuge (Reisezugwagen) zum Einsatz im grenzüberschreitenden Schienenpersonenverkehr auf der Verbindung München-Prag zu beschaffen. Die Schienenfahrzeuge müssen sämtliche Anforderungen der SPNV-Ausschreibung der Aufgabenträger Bayerische Eisenbahngesellschaft mbH (BEG) und Tschechisches Verkehrsministerium (Ministerstvo dopravy České republiky, MD) für die vorgenannte Strecke genügen. Die derzeitige Planung der Aufgabenträger sieht vor, dass die Betriebsaufnahme im Dezember 2031 erfolgt. Sämtliche Fahrzeuge müssen spätestens drei Monate vor der geplanten Betriebsaufnahme ausgeliefert und uneingeschränkt verfügbar sein. Gemäß der Vereinbarung von DLB und ČD findet auf das Vergabeverfahren das Gesetz gegen Wettbewerbsbeschränkungen ("GWB") und die Verordnung über die Vergabe von öffentlichen Aufträgen im Bereich des Verkehrs, der Trinkwasserversorgung, der Postdienste und der Energieversorgung („SektVO“) Anwendung. DLB und ČD haben die NETINERA Deutschland GmbH beauftragt, das Beschaffungsverfahren für die erforderlichen Schienenfahrzeuge in deren Namen durchzuführen.
