Bei dem Abschnitt Hamburg – Lüneburg – Uelzen auf dem Mischverkehrs-Korridor Hamburg – Hannover (genutzt von allen drei Verkehrsarten: SPFV, SPNV und SGV) handelt es sich um einen bereits heute überlasteten Schienenweg. Der Abschnitt Uelzen – Knoten Hannover ist stark ausgelastet. Der Korridor Hamburg – Hannover zählt zum ha+-Netz und bestehende Umleitungsmöglichkeiten sind nur großräumig möglich. Trotz des im Jahr 2014 abgeschlossenen 3-gleisigen Ausbaus im Abschnitt Stelle/Ashausen –Lüneburg sowie einer sukzessiven Umsetzung weiterer Erneuerungen im Bestandsnetz sind insbesondere im Abschnitt Stelle – Uelzen weiterhin infrastrukturelle Engpässe vorhanden. Um entsprechende bestehende Kapazitätsengpässe, besonders in einem kurz- bis mittelfristigen Zeitraum abzumildern, wird derzeit der Plan zur Erhöhung der Schienenwegkapazität (PEK) zur Beschreibung von fahrplantechnischen und infrastrukturellen Maßnahmen aktualisiert. Der PEK findet auch für den als überlasteten Schienenweg deklarierten Abschnitt Stelle – Uelzen Anwendung. Dies beinhaltet im Detail für Lose 1-3 die LST-Planung und für die Lose 4-6 OLA/EEA-Planung der folgenden Maßnahmen: Los 1 und 4: Anbindung von Gleis 204 an die Strecke 1720 im Bahnhof Lüneburg Erweiterung der Bahnsteigkapazität Lüneburg Westseite Zweigleisigkeit Lüneburg Westseite – Lüneburg Nordkopf Reaktivierung des Gleises 141 Bau zwei neuer Weichentrapeze in Bardowick Los 2 und 5: Errichtung eines seitenrichtigen Überholgleises Richtung Süd-Nord in Bienenbüttel Los 3 und 6: Errichtung eines neuen Außenbahnsteigs am Gleis 105 im Bahnhof Uelzen Errichtung einer Überleitstelle in Emmendorf Elektrifizierung Weichenverbindung 246/247 Uelzen
