Die Zentrale Beschaffungsstelle des Landes Rheinland-Pfalz (ZBL) hat mit diesem Vergabeverfahren - im Auftrag des Landesbetriebs Mobilität Rheinland-Pfalz (LBM) - die Organisation und Durchführung von Wirtschaftsprüfungen, d.h. die Prüfung der Jahresabschlüsse 2026 bis max. 2030 des LBM unter Einbeziehung der Buchführung nach §§ 317ff. HGB, ausgeschrieben. Darüber hinaus wurde der Prüfumfang um § 53 HGrG erweitert, um unter Beachtung der Grundsätze ordnungsgemäßer Buchführung ein aktuelles Bild der Vermögens-, Finanz- und Ertragslage zu ermitteln. Die Wirtschaftsprüfungen wurden im Wege eines offenen Verfahrens gemäß §§ 14, 15 VgV, § 119 GWB vergeben. Ziel war der Abschluss eines Vertrages mit einem Unternehmen (dem späteren Auftragnehmer).

    Der Jahresabschluss wird unter Einbeziehung der Buchführung nach den Vorschriften der §§ 317ff. HGB geprüft. Der Prüfungsumfang wird erweitert nach § 53 HGrG Der Auftragnehmer hat bei der Leistungserbringung den Public Corporate Governance Kodex des Landes Rheinland-Pfalz in der jeweils geltenden Fassung zu berücksichtigen. Die Prüfung richtet sich in Form und Inhalt nach den ISA [DE] bzw. den Grundsätzen ordnungsgemäßer Durchführung von Abschlussprüfungen (GoA) des Instituts der Wirtschaftsprüfer (IDW) und wird erweitert um eine aussagefähige Erläuterung der einzelnen Positionen der Bilanz und der Gewinn- und Verlustrechnung. Des Weiteren ist gemäß § 10 der Organisationsverfügung für den Landesbetrieb Mobilität Rheinland-Pfalz vom 17. September 2021 die Geschäftsführung unter Berücksichtigung der für Beteiligungen des Landes geltenden Prüfungsbestimmungen zu prüfen.
