Der Personentransport für Einsätze, Übungen und sonstige Vorhaben der Bundeswehr erfolgt im Rahmen des logistischen Lufttransports grundsätzlich unter Nutzung militärischer Luftfahrzeuge. Wenn kein militärischer Lufttransportraum zur Verfügung steht oder es aber aus anderen (operativen, zeitlichen etc.) Gründen notwendig oder sinnvoll ist, erfolgt der Personentransport über zivile gewerbliche Dienstleister. Gegenstand dieses Vertrags ist daher der weltweite Transport von jeweils mindestens 100 Personen samt deren Reisegepäck - Handgepäck und begleitetes Reisegepäck - sowie zusätzlichen Transportguts in Vollcharter. Das Gepäck umfasst neben dem eigentlichen Reisegepäck zusätzliches Reisegepäck mit einsatzrelevantem Material von bis zu 90 Kilogramm pro Person und als zusätzliches Transportgut beispielsweise Waffen, Munition, Diensthunde oder sonstiges militärisches Material. Die vertraglichen Leistungen umfassen sowohl den Transport aus Deutschland heraus als auch nach Deutschland. Zentraler Abflug- als auch Zielflughafen ist der militärische Teil des Flughafens Köln/Bonn. Daneben sind weitere zivile Abflug- und Zielflughäfen in Deutschland vertraglich vorgesehen, ohne dass das Leistungsbestimmungsbestimmungsrecht des Auftraggebers insofern eingeschränkt wäre. Der Transport erfolgt in den Größenkategorien 1 (mindestens 100 bis 149 Personen), 2 (mindestens 150 bis 189 Personen) und 3 (mindestens 190 Personen) und zwar nach Bestimmung des Auftraggebers sowohl als Hinflug mit als auch ohne Rückflug ("one-way" oder "round-trip"). Der Vertrag sieht keine fixe Beauftragung einzelner Transportdienstleistungen vor, sondern lediglich die Möglichkeit von jeweils maximal 450 Abrufen pro Jahr über 3 Jahre mit der Option, den Vertrag zweimal um jeweils ein Jahr zu verlängern.
