Am Bildungsstandort Eslohe befindet sich das zentrale Kompetenzzentrum des Dachdeckerhandwerks in Westfalen. Der Standort vereint die schulische Berufsausbildung, die Unterbringung der Auszubildenden, Verpflegungsangebote sowie Maßnahmen der Aus- und Weiterbildung in einem zusammenhängenden Campus. Die bestehende Gebäudeinfrastruktur stammt überwiegend aus den Jahren 1968 und 1985. Die vorhandenen Gebäude entsprechen sowohl hinsichtlich ihrer funktionalen Struktur als auch in Bezug auf die bauliche, energetische und nutzungsspezifische Qualität nicht mehr den heutigen Anforderungen an einen modernen Bildungs- und Internatsstandort. Insbesondere die bestehende Mischnutzung von Unterricht, Verwaltung, Wohnen und Verpflegung innerhalb der vorhandenen Gebäude führt zu organisatorischen Einschränkungen und erschwert eine zeitgemäße Umsetzung des Bildungsauftrags. Auch die Unterbringungssituation im Wohnheimbereich entspricht nicht mehr den aktuellen Anforderungen. Die derzeit überwiegend vorhandenen Mehrbettzimmer mit Gemeinschaftssanitäranlagen bieten nur eingeschränkte Aufenthalts- und Wohnqualität. Darüber hinaus bestehen Defizite bei den Freizeit-, Aufenthalts- und Kommunikationsflächen für die Auszubildenden. Im Rahmen einer Machbarkeitsstudie wurden verschiedene Entwicklungsmöglichkeiten für den Standort untersucht. Auf Grundlage der Ergebnisse hat sich der Auftraggeber für die Realisierung eines Ersatzneubaukonzeptes entschieden. Damit sollen die funktionalen, organisatorischen, pädagogischen und energetischen Anforderungen langfristig erfüllt und gleichzeitig der laufende Schul- und Wohnheimbetrieb während der Realisierung sichergestellt werden.

Gegenstand des Vergabeverfahrens sind die Leistungen der Brandschutzplanung gemäß AHO-Heft Nr. 17, Stand 2022. Beauftragt werden die Grundleistungen der Leistungsphasen 1 bis 5 und 8. Ergänzend sind projektspezifische Besondere Leistungen zu erbringen. Der Umfang dieser Leistungen ist in der Anlage "Leistungsbild Brandschutz" zu den Vergabeunterlagen beschrieben und wird Bestandteil des zu schließenden Vertrags. Die Beauftragung erfolgt gemeinsam mit den Grundleistungen.
