    Das NLD ist die zentrale staatliche Denkmalfachbehörde für übergeordnete Aufgaben der Denkmalpflege im Bundesland Niedersachsen. Es ist dem Schutz und Erhalt des baukulturellen Erbes im Bereich der Bau- und Bodendenkmalpflege verpflichtet. Der Dienstsitz des NLD mit seiner Nutzungskombination aus Werkstatt-, Sammlungs- und Büroflächen soll langfristig am Standort Scharnhorststraße 1, 30175 Hannover bestehen bleiben. Die Liegenschaft setzt sich aus einem Ensemble mehrerer Gebäude zusammen, die unter Denkmalschutz stehen. Seit der Umnutzung und Inbetriebnahme zum Dienstgebäude in den Jahren 1979/80 wurden kaum Instandhaltungsmaßnahmen durchgeführt. Der bauliche Zustand ist unzureichend und lässt eine ordnungsgemäße Nutzung nicht zu. Daher bedarf es einer dringend notwendigen Grundinstandsetzung, dessen Schwerpunkt auf dem Hauptgebäude liegt. Die denkmalpflegerischen Belange sind für die gesamte Liegenschaft zu berücksichtigen. Im Zuge der Nutzungsänderungen, beginnend mit der Villa Rümpler vom Wohnhaus zum Krankenhausbetrieb und anschließend zum Dienstgebäude des NLD, wurden bereits einige Umbauten und Erweiterungsbauten vorgenommen. Daher ist es wichtig, Bauzeitliches zu erkennen sowie einen sensiblen Umgang mit dem Bestand und dem vorhandenen Kulturgut bei der Grundinstandsetzung zu berücksichtigen. Zudem besteht in Teilen Restaurierungsbedarf. Eine genaue Aufgabenbeschreibung ist den Vergabeunterlagen beigelegt.
