Das Landesamt für Zentrale Polizeiliche Dienste Nordrhein-Westfalen beabsichtigt, im Zuge des vorliegenden Offenen Verfahrens mit einem Wirtschaftsteilnehmer eine Rahmenvereinbarung über die Lieferung von Stand-Alone Plattenträgern und Übungsplattenträgern für die Einsatzkräfte der Polizei des Landes Nordrhein-Westfalen abzuschließen. Detaillierte Angaben zu den Plattenträgern und Übungsplattenträger ergeben sich aus der Technischen Leistungsbeschreibung (Kapitel B).

  1. Lot LOT-0001: Abschluss einer Rahmenvereinbarung über die Lieferung von Plattenträgern und Übungsplattentrrägern für die Polizei NRW

    Ein ballistischer Plattenträger stellt eine persönliche Schutzausrüstung dar, die gemäß ihrer Bestimmung zur Abwehr von Projektilen mittlerer und hoher kinetischer Energie - insbesondere aus Langwaffen - entwickelt wurde. Die Polizei NRW fordert im Rahmen dieser Ausschreibung die Lieferung eines modular aufgebauten ballistischen Schutzsystems, das höchste Anforderungen an Schutzwirkung, Ergonomie und Systemkompatibilität gerecht wird. Das System muss mindestens den Spezifikationen der VPAM 6 Schutzklasse entsprechen. Als Grundlage der Forderungen an den anzubietenden Plattenträger ist die Technische Richtlinie "Ballistische Schutzwesten" Stand: März 2008, Revisionen: Oktober 2008, Allgemeine Prüfgrundlagen für ballistische Material-, Konstruktions- und Produktprüfungen (VPAM APR 2006, Stand 12.05.2010), Prüfrichtlinie "Ballistische Schutzwesten" (VPAM BSW 2006, Stand: 14.05.2009) sowie Beschlüsse zu VPAM - Richtlinien (Stand: 18.01.2023). Im Kapitel BV werden die technischen Spezifikationen zum Plattenträger näher definiert.
