Die Weiterentwicklung Implementierung des sog. "Kommunalmasters" als ERP-System ist Teil der Verwaltungskooperation zwischen der Auftraggeberin und der Komm.ONE AöR. Diesbezüglich wird auf die gesonderte Ex-ante-Transparenzbekanntmachung für die Kooperation im Sinne von § 108 Abs. 6 GWB verwiesen (Veröffentlichungsnummer 597740-2026). Der Kommunalmaster basiert auf SAP-Standardsoftware, die durch die Kooperationspartner angepasst, weiterentwickelt und implementiert wird. Für die Implementierung und den Betrieb des Kommunalmasters ist es daher in technischer Hinsicht erforderlich, dass die Auftraggeberin die Lizenzen für die SAP-Standardsoftware sowie das PSLE-Wartungsmodell erwirbt. Im Gesamtprojekt macht die Beschaffung des Kommunalmasters bei der Komm.ONE AöR den Hauptteil der Projektkosten aus, die SAP-Lizenzen und das PSLE-Wartungsmodell nur einen untergeordneten Anteil.
