Die OEW Breitband GmbH plant die Errichtung staatlich geförderter Gigabit-Netze (FTTB) im Rahmen eines sogenannten Betreibermodells zur Erschließung der nach dem jeweiligen Förderprogramm unterversorgten Adresspunkte. Gegenstand des Verfahrens sind die Generalunternehmerleistungen für den Bau eines passiven Gigabit-Netzes (FTTB) in der Stadt Scheer, Landkreis Sigmaringen, einschließlich Tiefbau-, Rohr- und Kabelarbeiten, Herstellung der Hausanschlüsse bis zum Abschlusspunkt Linientechnik (APL), Kabelzug-, Montage- und Spleißarbeiten, Errichtung der Technikstandorte und Netzverteiler, Vermessung und förderkonformer Dokumentation sowie der zugehörigen Annexleistungen (insbesondere Hausanschluss-, Anlieger- und Mitverlegungsmanagement). Die Genehmigungs- und Ausführungsplanung wurde durch ein gesondert beauftragtes Planungsbüro erstellt. Das fertiggestellte Netz wird an einen Netzbetreiber verpachtet.

    Generalunternehmerleistungen für den Bau eines passiven Gigabit-Netzes (FTTB) in der Stadt Scheer. Der Leistungsumfang beträgt nach dem Leistungsverzeichnis überschlägig: – ca. 36,2 km Neubautrasse bis zur privaten Grundstücksgrenze, – ca. 14,1 km Hausanschlusstrasse (Grundstücksgrenze bis APL), – ca. 1,15 km Glasfaser-/Rohreinzug in bestehende Rohrsysteme (Trassenmeter) einschließlich ggf. Ertüchtigung, – ca. 939 Gebäudeanschlusspunkte bei 100 % Anschlussquote (Annahme für die Kabelmengen im Accessbereich: GNV-Rücklaufquote ca. 87 %), – 5 Technikstandorte (PoP-Container/MFG) und 25 Netzverteiler. Änderungen der Mengen und Massen im Vergabeverfahren und bei der Bauausführung bleiben vorbehalten; die angebotenen Einheitspreise gelten auch für Mehrmengen (§ 7 Bauvertrag). Das Vorhaben wird mit Mitteln des Bundes und des Landes Baden-Württemberg gefördert. Graue Flecken Cluster 1 (HGF): Zuwendungsbescheid des Bundes vom 25.11.2022 (Az. 832.6/10-22 01BW21753) nach der Richtlinie „Förderung zur Unterstützung des Gigabitausbaus der Telekommunikationsnetze in der Bundesrepublik Deutschland“ (Gigabit-Richtlinie) vom 26.04.2021 sowie Zuwendungsbescheid des Landes vom 14.04.2023 (Az. 7-8433.5/121-848281779) nach der VwV Gigabitmitfinanzierung vom 10.09.2021. Graue Flecken Cluster 2 (DGF): Zuwendungsbescheid des Bundes vom 22.11.2023 (Az. 832.6/10-23 04BW20523) nach der Gigabit-Richtlinie 2.0 vom 31.03.2023 sowie Zuwendungsbescheid des Landes vom 10.02.2025 (Az. 4-8433.6/70) nach der VwV Gigabitmitfinanzierung vom 27.07.2023. Es liegen Bescheide über Zuwendungen in vorläufiger Höhe vor; die Konkretisierung für die Bescheidung in endgültiger Höhe wurde eingeleitet. Der Auftragnehmer hat sämtliche Vorgaben der Zuwendungsbescheide einschließlich Nebenbestimmungen, Auflagen und Hinweisen sowie der zugrunde liegenden Förderprogramme einzuhalten.
