Zielsetzung ist die Unterstützung eines effektiven und technologieneutralen Breitbandausbaus im Landkreis Mecklenburgische Seenplatte (nachstehend: „Konzessionsgeber“) im Projektgebiet MSE32_02 zur Errichtung eines nachhaltigen sowie zukunfts- und hochleistungsfähigen Gigabitbreitbandnetzes (Gigabitnetz), um eine flächendeckende Versorgung zu erreichen. Der Konzessionsgeber hat dazu im Rahmen des Förderprogramms des Bundes „Förderung des Gigabitausbaus der Telekommunikationsnetze in der Bundesrepublik Deutschland – Gigabit-Richtlinie 2.0“ einen Förderantrag gestellt und Fördermittel in vorläufiger Höhe bewilligt bekommen. Darüber hinaus hat der Konzessionsgeber eine Kofinanzierung nach der „Richtlinie zur Förderung des Gigabitausbaus der Telekommunikationsnetze in Mecklenburg-Vorpommern (Gigabitförderrichtlinie – GigabitFöRL M-V)“ beantragt. Die Förderung soll dabei durch eine Investitionsbeihilfe in Höhe der sog. Wirtschaftlichkeitslücke, d.h. in Höhe der Differenz zwischen dem Barwert aller Einnahmen und dem Barwert der Ausgaben für den Netzaufbau und -betrieb, erfolgen.
