Verfahren nach VgV zur Beauftragung eines juristischen Beraters-/ Begleiters zur Vorbereitung einer ÖPP-Umsetzung der Hochbaumaßnahme Neubau Kreishaus. Der Kreis Dithmarschen beabsichtigt auf dem Grundstück „Im Grund“ im Rahmen einer öffentlich−privaten Partnerschaft (ÖPP) den Neubau des Kreishauses. Das ÖPP−Projekt soll die Planung, den Bau, die Finanzierung und das Gebäudemanagement über 25 Jahre umfassen. Zur Vorbereitung sollen die juristischen, wirtschaftlichen und technischen Berater/Begleiter in einer 3-stufigen Beauftragung die Schritte von den vorbereitende Maßnahmen (mit vorläufiger Wirtschaftlichkeitsuntersuchung), Begleitung des öffentlichen Ausschreibungsverfahren (bis abschließende Wirtschaftlichkeitsuntersuchung) und Umsetzung des Neubaus (bis Inbetriebnahme) begleiten.
