Lot LOT-0000: Online-Wahlprodukt Sozialwahl 2029
Die Deutsche Rentenversicherung Bund beabsichtigt, die Beschaffung eines Online-Wahlprodukts für die Durchführung der Sozialwahl 2029 als - erstmalig - hybride Urwahl der Deutschen Rentenversicherung Bund. Das Online-Wahlprodukt soll eine IT-sichere, rechtssichere, pünktliche, nachvollziehbare, barrierefreie und datenschutzkonforme elektronische Stimmabgabe und deren Auswertung ermöglichen. Zudem muss die Integration der Online-Wahl in die zusätzlich durchzuführende Briefwahl gesichert werden. Zum Leistungsumfang gehören die Bereitstellung und der Betrieb eines Full-Service Online-Wahlprodukts in der Gesamtheit der Komponenten (wie Cloud-Lösung, Online-Wahlsoftware, technische Systemumgebung für den Betrieb, Full-Service, Projektbegleitung etc.), die für die Zielerreichung erforderlich sind. Vertragsbeginn: 01.07.2027 bzw. nach Zuschlagserteilung Vertragsende: 31.03.2030, sofern keine Wahlanfechtungsklage eingeht Bei Anfechtung des Wahlergebnisses wird die Dauer des Vertrages ggf. bis zum Abschluss des Rechtsmittelverfahrens monatlich verlängert. Hinweis: Die Alterssicherungskommission hat im Juni 2026 insgesamt 33 Empfehlungen vorgelegt, um die Alterssicherung in Deutschland langfristig sicherzustellen. Die Bundesregierung hat angekündigt, die Empfehlungen schnellstmöglich und vollständig umsetzen zu wollen. Eine Umsetzung könnte nach heutigem Kenntnisstand in die Ausschreibungs-/Leistungsphase fallen und dazu führen, dass bis zu 75 Millionen Wahlberechtigte zur elektronischen (bzw. brieflichen) Stimmabgabe bei der Auftraggeberin berechtigt sein könnten. In diesem Falle muss gewährleistet werden, den Leistungsumfang entsprechend anzupassen (vgl. Preisblatt, Anlage 3 zum EVB-IT Systemvertrag).
