Der anhaltende Zuzug in den berlinnahen Raum des Landkreises erfordert im Landkreis Barnim die Schaffung mehrerer neuer Schulstandorte für Oberschulen und Gymnasien. Im Rahmen des Schulneubauprogramms des Landkreises Barnim ist unter anderem beabsichtigt, in Eberswalde-Finow ein Schulcampus bestehend aus einem viergeschossigen Beruflichen Gymnasium, einer viergeschossigen Oberschule, eine dreigeschossige Kreisvolkshochschule und eine eingeschossige Dreifeldsporthalle, inkl. der zugehörigen Stellplätze, Freiflächen und Außenanlagen zu erreichten. Die Ausschreibung des Totalunternehmers (nachfolgend "TU") für die Planung und schlüsselfertige Errichtung wurde bereits durchgeführt, die Beauftragung an das Unternehmen GOLDBECK Nordost GmbH ist abgeschlossen, die Baugenehmigung liegt vor und der Baubeginn hat offiziell am 06.07.2026 mit dem Spatenstich begonnen. Der TU übernimmt gegenüber dem Landkreis Barnim die planerische Gesamtverantwortung. Der Landkreis Barnim kann die im Zusammenhang mit der Durchführung eines TU-Modells erforderlichen Qualitätssicherungs- und Projektcontrolling-Leistungen nicht allesamt selbst erbringen. Daher bedarf es der Beauftragung eines baubegleitenden Controllings für die Begleitung des Projektes während der Bauphase. Dies ist Gegenstand des vorliegenden Verfahrens.

Lot LOT-0001: Schulcampus Eberswalde-Finow - baubegleitendes Controlling
Am Schulcampus Eberswalde-Finow ist die Errichtung von vier Gebäuden, bestehend aus dem viergeschossigen Beruflichen Gymnasium, die viergeschossige Oberschule, die dreigeschossige Kreisvolkshochschule und der eingeschossigen Dreifeldsporthalle, inkl. der zugehörigen Stellplätze, Freiflächen und Außenanlagen geplant. Der Schulcampus wird auf einem im Eigentum des Landkreis Barnim zur Verfügung gestellten Grundstück in Eberswalde zu errichten sein. Das Bauvolumen für den Schulcampus beträgt rund 15.000 m2 Bruttogrundfläche, davon rund 13.000 m2 für die Schulgebäude und rund 2.000 m2 für die Dreifeldsporthalle. Das zur Verfügung stehende Grundstück hat eine Fläche von rund 49.000 m2. Beim baubegleitenden Controlling handelt es sich um Leistungen der Qualitätssicherung und des Projektcontrollings während der Bauphase des Projekts bis zur Übergabe an den Nutzer.
