Lot LOT-0001: Softwareservices AON-Testunits für das rexx Bewerberportal
Die Rexx systems GmbH ist alleiniger Hersteller und Rechteinhaber der eingesetzten Bewerbermanagement-Software einschließlich des Bewerberportals. Die Anpassung der AON-Testunits erfordert tiefgreifende Eingriffe in die proprietäre Systemarchitektur und ist technisch untrennbar mit dem bestehenden System verbunden. Aufgrund der bestehenden Urheber- und Nutzungsrechte sowie der erforderlichen Systemzugriffe kann die Leistung ausschließlich durch die Rexx systems GmbH erbracht werden. Eine Leistungsbringung durch Dritte aus technischen und rechtlichen Gründen ausgeschlossen. Damit liegt der Ausschließlichkeitsgrund § 14 Abs. 4 Nr. 2b VgV vor, sodass ein Verhandlungsverfahren ohne Teilnahmewettbewerb zulässig ist.
