Lot LOT-0001: Förderung von Aufbau und Betrieb von nachhaltigen und hochleistungsfähigen Telekommunikationsnetzinfrastrukturen (Gigabit-Netz) im Landkreis Prignitz
Die ersten großen, vom Landkreis veranlassten Fördermaßnahmen nach der Richtlinie "Förderung zur Unterstützung des Breitbandausbaus in der Bundesrepublik Deutschland" stehen kurz vor dem erfolgreichen Abschluss. Nunmehr geht es in einem zweiten Schritt um den Aufbau von Gigabitnetzen in "grauen Flecken" mit zuverlässigen Bandbereiten von 1 Gigabit/s symmetrisch oder mehr. Der Landkreis hatte dafür neben dem vorliegenden Projektgebiet Wittenberge weitere vier Projektgebiete/Gebietslose für die Gigabitförderung im Landkreis Prignitz gebildet, die bereits gesondert europaweit ausgeschrieben und vergeben wurden. Gegenstand des hiesigen Verfahrens ist daher nur noch das Projektgebiet/Gebietslos 5. Der Ausbau umfasst 1.230 Adresspunkte in der Stadt Wittenberge. Für die Auswahl von privaten Telekommunikationsunternehmen für den Bau und den Betrieb der Gigabit-Netzstrukturen muss nach den Förderregularien ein offenes, transparentes und diskriminierungsfreies Ausschreibungsverfahren durchgeführt werden, welches mit den Grundsätzen der EU-Vergaberichtlinie und dem Deutschen Haushalts- und Vergaberecht im Einklang steht. Das Ausschreibungsverfahren erfolgt zweistufig als Verhandlungsverfahren mit vorgeschaltetem, europaweiten Teilnahmewettbewerb in Anlehnung an die (Konzessions-)Vergabeverordnung.
