Gegenstand des Vergabeverfahrens ist die Bereitstellung, einer KI-gestützten SaaS-Lösung zur Verarbeitung von Elterngeldanträgen und zugehörigen Nachweisen einschließlich der hierfür erforderlichen Anpassungs-, Integrations-, Einführungs-, Betriebs-, Support-, Wartungs- und Weiterentwicklungsleistungen sowie deren Integration in die Systemlandschaft der L-Bank (nachfolgend auch "Lösung" genannt). Die Lösung wird als betriebsbereite Software-as-a-Service-Lösung (SaaS) bereitgestellt und umfasst die für die Leistungserbringung erforderlichen Anwendungs-, Infrastruktur-, Betriebs-, Support-, Wartungs- und Weiterentwicklungsleistungen.

  1. Lot LOT-0001: L-Bank - Europaweite Vergabe einer KI-gestützten Lösung zur Verarbeitung von Elterngeldanträgen und Nachweisen im Verhandlungsverfahren mit Teilnahmewettbewerb nach VgV

    Die Lösung muss folgende Bestandteile umfassen: - KI-gestützte Verarbeitung von Anträgen und Nachweisen - Prüfung und Korrektur der Verarbeitungsergebnisse - Integration in die Systemlandschaft der L-Bank - Bereitstellung und Betrieb - Implementierungs-, Einführungs- und Weiterentwicklungsleistungen Die Lösung soll eine Nachnutzung durch weitere öffentliche Stellen, Förderinstitute oder zuständige Behörden ermöglichen. Die Lösung ist hierzu technisch und lizenzrechtlich so auszugestalten, dass weitere Landesförderinstitute, Elterngeldstellen oder andere Behörden als zusätzliche Nutzer eingebunden werden können. Hierzu müssen fachliche Regeln, Dokumenttypen, Datenfelder und Konfigurationen mandanten- oder verfahrensspezifisch ausgestaltet werden können. Der Auftragnehmer hat der L-Bank die hierfür erforderlichen Nutzungs- Weitergabe- und Unterlizenzierungsrechte einzuräumen. Die L-Bank muss insbesondere berechtigt sein, weiteren öffentlichen Stellen Nutzungsrechte an der Lösung einzuräumen sowie diesen den Zugang zur Lösung zu ermöglichen Der Vertragsschluss ist bis Ende März 2027 vorgesehen. Der Vertrag soll am 01. April 2027 beginnen und eine Laufzeit von 24 Monaten mit optionaler Verlängerung von jeweils einem Jahr haben, sofern er nicht sechs Monate vor Ablauf gekündigt wird. Die initiale Vertragslaufzeit von 24 Monaten umfasst die Projektumsetzung einschließlich Anpassung und Einführung sowie den anschließenden Produktivbetrieb. Nähere Einzelheiten ergeben sich aus den Vergabeunterlagen.
