Lot LOT-0001: Bundesstadt Bonn, Arbeitspaket "Migrationsunterstützung UDP" im Rahmen des Projekts Urban Data Management (UDM)
Im September 2024 hat die Umsetzungsphase im Projekt "Aufbau Urban Data Platform (UDP) und Migration Geoinformationssystem (GIS)" begonnen. Die Bundesstadt Bonn setzt beim Aufbau der UDP auf das Open Source Projekt Civitas Core. Mit dem Addon Universal Urban Data App liegen die Grundlagen vor, die es erlauben, Anwendungen des alten GIS in die UDP zu migrieren. In der Konzeptionsphase des Projekts wurden ca. 300 zu migrierende Anwendungen identifiziert. 80 Prozent dieser Anwendungen unterstützen den Vollzug gesetzlicher Leistungen. Da das bisherige GIS nicht mehr weiter betrieben werden kann, ist die Migration so schnell wie möglich zu vollziehen. Eine valide Schätzung ermittelt hier einen Gesamtaufwand von 5197 Personentagen (PT). Dieser Aufwand wird hauptsächlich von internen Mitarbeitenden in den 3 Bereichen Anforderungsklärung, Entwicklung und Support geleistet werden. In der Vergabe sollen Unterstützungsleistungen im Umfang von grob 650 PT bis zum Jahr 2028 eingekauft werden. Aufgrund der fortschreitenden Unterstützung durch KI geht der Auftraggeber davon aus, dass die Migrationsdauer entscheidend reduziert werden kann. Der Schwerpunkt der Vergabe liegt auf Unterstützungsdienstleistungen unter Nutzung der vorhandenen Plattform-Werkzeuge der UDP zu erbringen. Die Migration ist nach den bestehenden Bonner Guide Lines der jeweiligen Gewerke wie Datenmodellierung, Geoserver Konfiguration, Universal Urban Data Addon Konfiguration, Masterportal Konfiguration zu erbringen. Eigenständige Entwicklungsarbeiten an den Werkzeugen der Plattform selbst sind im Rahmen des Auftrages nicht oder nur in sehr geringem Umfang und nach vorheriger Absprache vorgesehen.
