Der Landkreis Unstrut-Hainich beabsichtigt, ein KI-basiertes Assistenzsystem zur Unterstützung der Wohngeldsachbearbeitung zu beschaffen. Das System soll die Mitarbeiter insbesondere beim Erfassen und Aufbereiten eingehender Anträge und Nachweise, bei der Vollständigkeits- und Plausibilitätsprüfung sowie bei der Vorbereitung weiterer Bearbeitungsschritte unterstützen. Das System erstellt ausschließlich assistierende Vorschläge. Die rechtliche Prüfung, Würdigung und Entscheidung verbleiben vollständig bei der zuständigen Sachbearbeitung. Ausgeschrieben wird eine einsatzfähige Standardsoftware im Betriebsmodell Software-as-a-Service (SaaS) einschließlich Einrichtung, Konfiguration, Hosting, Pflege und Support. Eine individuelle Neuentwicklung des Gesamtsystems ist nicht Gegenstand des Auftrags. Die Einrichtung der Systemanbindung gehört zum Leistungsumfang.
