Lot LOT-0001: Beschaffung, Einführung, Implementierung und technische Betriebsunterstützung einer integrierten ERP-Lösung einschließl. der hierfür erforderlichen Dienstleistungen am Leibniz FLI–AS 07/2026; Die Vergabe des integrierten Gesamtsystems einschl. Implementierung u. techn. Betriebsunterstützung ist als Gesamtvergabe ohne Lose an einen Auftragnehmer bzw. eine Bietergemeinschaft vorgesehen.
Das Leibniz-FLI beabsichtigt die Einführung einer integrierten ERP-Standardsoftware zur Unterstützung seiner kaufmännischen und administrativen Prozesse sowie deren Bereitstellung mindestens mit technischer Betriebsunterstützung. Eine Software-as-a-Service-Lösung ist als Zielbild vorgesehen; die Vergabe ist nicht ausschließlich auf SaaS beschränkt. Die Lösung soll die Anforderungen einer öffentlich finanzierten Forschungseinrichtung erfüllen und die bestehenden ERP-Verfahren ablösen. Der Leistungsumfang umfasst insbesondere Finanzbuchhaltung und Anlagenbuchhaltung, Haushalts- und Budgetmanagement, Beschaffung und Materialwirtschaft, Kosten- und Leistungsrechnung/Controlling, Drittmittel- und Projektverwaltung sowie Berichtswesen. Die Funktionen sind auf einer integrierten Daten- und Prozessbasis bereitzustellen. Zum Auftrag gehören Feinkonzeption, Einrichtung und Parametrisierung, Datenmigration, Schnittstellen zu den relevanten Umsystemen, Tests, Schulungen, Herbeiführung der Betriebsbereitschaft, Unterstützung der Produktivsetzung und Stabilisierung sowie technische Betriebsunterstützung bzw. SaaS-Betrieb, Pflege, Updates, Support und geregelte Leistungen bei Vertragsende. Die technische Datenbereinigung obliegt dem Auftragnehmer; die fachliche Bereinigung erfolgt durch das FLI. Die Beschaffung eines HR-Systems ist nicht Gegenstand des Verfahrens; erforderliche Schnittstellen zum HR-System sind Bestandteil des ERP-Leistungsumfangs.
