Die Stadt Hürth plant die Umstellung der bislang genutzten Finanzsoftware OK.FIS auf die webbasierte Weiterentwicklung OK.FINN. Der Umstieg soll sukzessive in den Jahren 2026 bis 2030 erfolgen. Beide Softwarelösungen werden von der AKDB entwickelt und betrieben. Beabsichtigt ist nunmehr eine unmittelbare Beauftragung der AKDB, Hansastraße 12-16 in 80686 München entsprechend des § 14 Absatz 4 Nr. 2b und Nr. 5 VgV im Rahmen eines Verhandlungsverfahrens ohne Teilnahmewettbewerb.

Lot LOT-0001: Umstellung der Finanzsoftware von OK.FIS auf OK.FINN
Die AKDB wurde im Jahr 2006 über das städtische Rechenzentrum kdvz mit dem Betrieb der Finanzsoftware OK.FIS für die Stadt Hürth beauftragt. Die Software befindet sich seitdem im Einsatz und greift auf verschiedene vorhandene Datenbanken zurück. Stand 2026 ist festzustellen, dass die Software OK.FIS nicht mehr den aktuellen rechtlichen Anforderungen sowie den aktuellen technischen und digitalen Herausforderungen entspricht. Die Stad Hürth beabsichtigt daher unter Berücksichtigung der in der Verwaltung vorhandenen personellen und technischen Ressourcen im Zeitraum von 2026 bis 2030 auf die aktuelle Finanzsoftware OK.FINN umzusteigen. Der Umstieg soll kontinuierlich durch die Ablösung und Neuinstallation einzelner Module von OK.FINN erfolgen, während die anderen Module aus OK.FIS weiterhin in Betrieb bleiben und somit durchgehend ein vollfunktionsfähiges Finanzsystem zur Verfügung steht. Im Einzelnen sind folgende Module betroffen: 1. Dezentrale Ansatzerfassung 2. Bewirtschaftung 3. Veranlagung (Hundesteuer, Gewerbesteuer, Vergnügungssteuer) 4. Zahlungsabwicklung 5. Anlagenbuchhaltung 6. Kosten- und Leistungsrechnung Darüber hinaus wird die AKDB das Projekt im Rahmen eines Projektmanagements begleiten. Diese Begleitung ist zum einen zwingend notwendig, um bei der Ablöse der einzelnen Module jederzeit sicherstellen zu können, dass ein Zugriff auf die notwendigen Datenbanken von allen Modulen gewährleistet ist - dies insbesondere auch vor dem Hintergrund, dass im Rahmen der Umstellung von OK.FIS auf OK.FINN auch eine vollständige Verlagerung des Datenhostings an das Rechenzentrum der AKDB beabsichtigt ist, um weitere Synergieeffekte in der Betreuung des Finanzverfahrens zu schaffen. Ergänzend dazu umfasst die Begleitung des Projektmanagements auch die notwendigen Schulungen für die Nutzer, die Überleitung von Schnittstellen und evtl. notwendige Softwareanpassungen (Beratung und Customizing) sowie Softwaretests. Nach Abschluss des Umstiegs auf die Finanzsoftware OK.FINN übernimmt die AKDB zudem die jährliche Systembetreuung und bleibt für das Datenhosting verantwortlich.
