  1. Lot LOT-0000: Beschaffung und Einführung einer digitalen Lösung für E-Procurement-Prozesse

    Gegenstand der Ausschreibung ist die Bereitstellung, Einführung und der Betrieb einer digitalen Lösung für E-Procurement-Prozesse. Die Lösung soll dezentrale Bedarfsanforderungs-, Bestell- und Freigabeprozesse sowie Funktionen des zentralen Einkaufs einschließlich des Kontraktmanagements abbilden. Die Lösung muss bis zu drei rechtlich selbstständige Organisationen mit jeweils eigenen Organisationsstrukturen, Berechtigungen, Freigabeworkflows und ERP-Anbindungen unterstützen. Darüber hinaus ist eine Schnittstelle zu einem gemeinsam genutzten Produkt- und Lieferantenkatalog vorzusehen. Zum Leistungsumfang gehören insbesondere Konzeption, Konfiguration, Implementierung, Datenmigration, Schnittstellenanbindung, Inbetriebnahme, Schulung, Support und laufende Weiterentwicklung der Lösung. *************************************************************************** Zwingende Mindestanforderungen an den Leistungsgegenstand: Der Bewerber muss mit der Abgabe des Teilnahmeantrags verbindlich erklären, dass die vom Bewerber für die Auftragsausführung vorgesehene E-Procurement-Gesamtlösung sowie das zugrunde liegende Betriebs- und Bereitstellungsmodell technisch, funktional und organisatorisch dazu ausgelegt sind, sowohl das Grundszenario sowie die für eine optionale Beauftragung vorgesehenen Erweiterungsszenarien unterstützen zu können. • Grundszenario (Freie Universität Berlin): Vollständige funktionale Ablösung des bestehenden SAP SRM Server-Systems (Extended Classic Scenario) inklusive der Abbildung der operativen Einkäuferfunktionen und komplexer Freigabestrukturen. • Optionale Szenarien (Humboldt-Universität zu Berlin & Technische Universität Berlin): Echte Multi-Mandantenfähigkeit zur Ermöglichung eines zeitgleichen oder gestaffelten Betriebs mehrerer rechtlich eigenständiger Hochschulen mit strikt getrennten Datenräumen, Regelwerken und Rollenkonzepten. • Systemintegration (SAP S/4HANA): Zukunftsfähige und flexible bidirektionale Anbindung an SAP S/4HANA unter Berücksichtigung von SAP PSM (Public Sector Management) für automatisierte Budget- und Verfügbarkeitsprüfungen. Hierzu ist die vom Auftraggeber bereitgestellte Eigenerklärung vollständig ausgefüllt und rechtsverbindlich unterzeichnet mit dem Teilnahmeantrag einzureichen. Die Erfüllung der Mindestanforderungen ist nicht Gegenstand der Auswahlentscheidung nach § 51 VgV. Die Auswahl der zur Angebotsabgabe aufzufordernden Bewerber erfolgt unter denjenigen Bewerbern, die sowohl die geforderten Eignungsvoraussetzungen als auch die vorstehend genannten Mindestanforderungen erfüllen, ausschließlich anhand der bekanntgemachten Eignungskriterien.
